UK Plastic Packaging Tax: rule change April 2027

Post-industrial recycled content stops qualifying.
Non-compliant packaging costs £228.82 per tonne.

From April 2027, only genuine post-consumer recycled polymer counts toward the 30% threshold. Valence Materials sources certified, traceable rHDPE, rLLDPE and rPP for converters who need a compliant supplier in place before the deadline, not after it.

What actually changes

01 / The Rule

Today, many converters reach 30% recycled content by blending in post-industrial waste: offcuts and regrind from manufacturing, not material that ever reached a household. It's cheaper and easier to source. From April 2027, it no longer counts.

Before Apr 2027

  • Post-industrial regrind and offcuts count toward the 30% threshold
  • Cheaper, easier to source domestically
  • No certified chain of custody required for most blends

From Apr 2027

  • Only genuine post-consumer recycled (PCR) content counts
  • Requires certified, auditable chain of custody back to the recycler
  • Converters without a qualified PCR supplier pay the tax on the shortfall

02 / Supply

Moved on a back-to-back model: material ships to your site, not into a warehouse we're paying to hold.

GRADE 01

rHDPE

Post-consumer high-density polyethylene. Core grade for blow moulding and rigid packaging applications.

rLLDPE

Post-consumer linear low-density polyethylene. Suited to film production and flexible packaging.

Post-consumer polypropylene. Adjacent grade for injection moulders widening their recycled content mix.

Also sourcing virgin PE and PP for buyers whose specification isn't compliance-driven. Certified recycled content is the core of what we do; virgin supply runs alongside it through the same network.
